The Planning Board voted to approve the site plan and special permit requests for 45 Station Street, subject to a list of special and general conditions recommended by Planning Department staff. Attorney Patrick Foley and architect Glenn Hoffman walked the board through a neighborhood meeting, minor civil changes and a comprehensive landscaping plan; engineer Jim Burke described stormwater infiltration chambers and utilities work.
Rob Stevens, speaking for the planning department, summarized the conditions the board should attach to approval: peer review responses, construction management and staging plans, ADA/AAB sidewalk reconstruction along the property frontage, a recorded stormwater operation and maintenance plan to be filed at the Norfolk County Registry of Deeds, an asbestos survey and licensed abatement if demolition occurs, rodent and dust control plans reviewed by the Quincy Health Department, and compliance with the city's tree protection ordinance (Quincy Code chapter 3-11). Councilor Virginia Ryan, who attended the neighborhood meeting, told the board the community response was generally positive.
After the department recommendation, a board member moved to approve the plan under Title 17 (site plan review and special permit/parking waiver) subject to the listed conditions; the motion was seconded and approved by voice vote.
