Members discussed using captured increment to support bonding for pump‑station upgrades and emphasized explaining baseline tax flows and benefits clearly to voters.
The group also reviewed past private‑public arrangements and unsuccessful recent federal funding applications; staff said prior voters approved increment bonding in earlier projects and that the current outreach materials should present the phases and local benefits. EDAC asked staff to produce maps and a one‑page summary for public outreach and for the business outreach team to collect maintenance cost estimates from major septic‑serviced properties.
