The Village of Bloomington Finance & Purchase Committee met Sept. 23 to begin work on the 2026 draft budget and, with many revenue figures not yet available, agreed to assume a 4% increase across most expense items as a starting point.
Clerk/Treasurer Shawna Atterbury presented the initial numbers and said she had already entered the state shared revenue and the personal property tax aid but that "many other revenue figures were not yet available" and would need to be postponed until next month. Committee members then chose to sequence the review to focus on expenses first and to use a 4% placeholder figure for planning purposes.
The committee also identified several items that will require updated revenue projections before a final draft can be completed, including mobile home fees, grant and loan proceeds tied to construction, and water and sewer revenue affected by recent rate adjustments. Atterbury outlined a timeline requiring the proposed budget to be submitted to the newspaper by Oct. 13–14 to meet a 15-day public-notice requirement ahead of a possible public hearing at the Nov. 3 board meeting. The budget must be approved by Dec. 1 to allow property-tax bills to be mailed by Dec. 15.
