The Sperry Board of Trustees on Feb. 12 approved acceptance of a $175,000 Rural Economic Action Plan (REAP) grant administered by the Indian Nations Council of Governments (INCOG) to repave Elgin Avenue, Frankfort Avenue, Garrison Avenue, E. Blair Street and E. Ash Street.
The motion to accept the grant passed unanimously. The board also approved the certificate of authorized signatures naming Mayor Robert Morton, grant writer Debra Burch, Town Manager Rick Rumsey and Town Clerk Connie Bias as signatories. The board approved a payment of 2.5% of the grant amount—$4,375.00—to Debra Burch for grant writing services, per the agreement.
Grant writer Debra Burch later provided an update on possible stormwater planning, saying, "We are looking at using 10 to 15 acres of land on the west side of the city limits for a possible retention pond" and that the town is awaiting an appraisal. The repaving project will use the specified REAP funds for identified street segments; project scheduling and contracting were not discussed in detail at the meeting.
