Betsy N. Abraham, Esq., Legislative Counsel, advised the advisory committee on procedural next steps for any new RFP. She said the Department of General Services assisted with the previous RFP and recommended forming a smaller workgroup from committee members to draft the main points for any future RFP. She emphasized that, procedurally, an advisory committee's recommendations would proceed to the Health and Mental Health Committee and then to the full Legislature for approval of any RFP or resolution.
The meeting recorded a single action item: Michael Amo was assigned to "complete a checklist to be discussed at the next meeting." Committee members were asked to review the Health Dimensions Group master plan and to compile suggested components to include in any future RFP. Laurence LaDue cautioned the committee not to issue a developer-facing RFP before the feasibility-study RFP is completed.
No formal resolution or vote was held; the committee will revisit RFP components at a future meeting once the feasibility study scope and draft checklist are available.
