Committee to pursue feasibility study to weigh rebuilding or renovating Valley View

The Valley View Advisory Committee on March 11 focused on commissioning a feasibility study to decide whether to rebuild Valley View Center for Nursing Care and Rehabilitation or renovate the existing campus.
Laurence LaDue, who is drafting a feasibility-study RFP, told the committee the study should assess whether it "makes more financial sense to build a new building or make the renovations to the current building," including projected bed counts (he said a new building might be about 180 beds rather than the current 360) and the effects each option would have on Medicaid rates and total cost. The prior master plan was prepared by Health Dimensions Group.
Committee members said the study is needed because Valley View is heavily dependent on Medicaid and operating pressures risk long-term competitiveness. Mr. LaDue noted that Medicaid is "80%" of Valley View's payer mix. Mr. Amo summarized the financial strain and the need for reliable data to guide the county's decision on whether to pursue renovation or new construction.
The committee asked members to review the master plan before the next meeting and produce a checklist of components to include in any future RFP; the meeting recorded an action assigning Michael Amo to "complete a checklist" for discussion. Betsy N. Abraham, Esq., Legislative Counsel, advised that, procedurally, recommendations from this advisory committee would move to the Health and Mental Health Committee and then to the full Legislature for any resolution authorizing an RFP.
The feasibility-study RFP is expected to specify comparative capital and operating costs, projected bed counts, and Medicaid-rate impacts so that the Legislature and County Executive can make an informed choice about next steps.
