Council approves $5,500 increase for library budget to restore services

The Haven City Council approved a $5,500 increase to the library's 2027 subsidy after a presentation from the library representative citing rising costs and restoration needs.
The librarian told the council the increase is intended to reverse cuts taken in 2021 and 2023 and to pay higher postage and technology costs while supporting growing children's programming. "So overall we're asking for $5,500 we didn't think that was too terrible since we haven't had an increase for 3 years and coming off of a cut," the Librarian said. She added that mailing costs for interlibrary loans currently run about "$4.50 to $5.50" per book.
Council members pressed for details about the postage line and were told the library must participate in interlibrary loan to retain roughly $8,000 in Sickles grants and services: "we would forfeit those grants and services from Sickles, if we did not do the interlibrary loan because the state of Kansas says that everybody can use any library," the Librarian said. Members also discussed how the county-designated library tax and city transfers (an electric‑fund transfer) factor into the final subsidy.
A motion to approve the library budget was moved, seconded and carried by voice vote.
