Orono committee expands sewer ordinance definitions to clarify pretreatment rules

The ordinance-review committee reviewed additions to the definitions section (36-26 and nearby subsections) to give clearer technical meaning to terms used elsewhere in the sewer ordinance. Chris explained that many terms referenced later in pretreatment or pollutant sections were absent from the prior text and that the redlined draft adds definitions such as composite sample, daily max and suspended solids.
Committee members noted the new definitions are intended to make enforcement and permitting more straightforward. Chris used the brewery example to explain why certain non-residential dischargers are treated as industrial for pretreatment limits even if typical strength is low. "Breweries are considered an industry... so under that, they are limited on what they can give us," Chris said. The committee agreed the definition list was helpful but may need further additions; staff will refine the list and return with updates.
