Carbon County moves to apply for $80,000 ESG on behalf of Family Promise of Carbon County

The Carbon County Commissioners voted to authorize filing an application with the Pennsylvania Department of Community and Economic Development for the 2026 Emergency Solutions Grant (ESG) on behalf of Family Promise of Carbon County for $80,000.
The county clerk told the board that interested entities were asked to submit letters of intent by 07/20/2026 and that "only 1 letter was received, and that was from Family Promise of Carbon County." The clerk said the ESG program allows local governments to apply on behalf of nonprofits to fund rapid rehousing, rental assistance, homelessness prevention, emergency shelter operations and essential services, and noted the subcontractor would be required to provide a 100% match.
Kathy Lam, representing Family Promise of Carbon County, told commissioners the funds "would mean the world to us" and outlined the charity's current caseload: "We currently are housing, 32 individuals at our shelter, 19 of which are children." Lam said the money would go toward case management, diversionary services and operational costs and would allow the organization to hire additional full-time case managers and expand capacity if the grant is awarded.
Commissioners praised Family Promise's work and expressed concern that only one organization submitted a letter of intent. The board adopted Resolution No. 26-023 to approve applying for the ESG award and then authorized staff to execute the necessary grant documents to complete the application process.
