The Regional School District No. 17 Board of Education voted unanimously to replace and ground the diving blocks at Haddam-Killingworth High School and to waive formal bidding because of timing constraints for fall swim practices.
Corey Roberts moved that “the diving blocks need to be replaced and grounded,” noting two quotes had been obtained and that quotes for electrical grounding were pending; the motion said the district would award the project to the lowest responsible quote and approved the project at an amount not to exceed $60,000 to be charged to the FY25 Building Improvements HKHS account number 01.02540.720.205.000.5 with any balance paid from the Educational Expenditures Reserve Fund. The motion passed by roll call vote, 11-0-0.
Superintendent Paul K. Smith had presented an overview of block conditions and the vendor quotes and said an electrician's quote would be provided within a day or two to ensure proper grounding. The board discussed vendor options and timelines; the motion reasoned that with an estimated six-week lead time for the diving block receipt and practices scheduled to begin August 18, 2025, the bidding timeline could not be met.
The approval directs staff to proceed with procurement based on the lowest responsible quote as authorized and to charge the project to the specified building-improvements account and reserve fund as needed. No vendor name for the awarded quote was included in the minutes, and the board did not record an amendment to the motion.
