The draft requires EMCs to include automatic ambient light sensors and caps the allowable increase in night illumination to 0.3 foot‑candles above ambient when measured per industry guidance.
"Electronic message centers shall be equipped with an automatic ambient light sensor that adjust display brightness based on surrounding light conditions," staff said, adding that the zoning administrator may require manufacturer certification that an EMC can meet the standard. Staff said most cities use 0.2–0.3 foot‑candle thresholds and recommended 0.3 as a workable local standard.
Staff also noted changes required by state law on political signs: the draft allows property‑owners to place election signs in park strips in front of their property in accordance with state code, while the city retains authority to regulate traffic‑safety impacts and remove signs that obstruct rights of way.
