Board approves shoreland dwelling CUP, adopts revised mining ordinance; cannabis draft deferred

Alex Schultz, Planning & Zoning Technician, presented three land-use matters to the board. The board unanimously approved a Conditional Use Permit for a shoreland dwelling requested by Travis Dick with four conditions: compliance with Cottonwood County Zoning Ordinance #28, obtaining all necessary federal/state/local permits and fees, implementing erosion control measures, and maintaining a waste receptacle on site during construction.
Schultz also presented a draft Cannabis Ordinance #43 and requested more time to participate in an upcoming Minnesota Office of Cannabis Management Webex to clarify implementation questions; the board deferred action. Later he explained differences between conditional use and interim use processes and recommended the interim use process for temporary land uses. The board then unanimously adopted the revised Ordinance #36 — Mining, Extraction, and Excavation (motion by Gravley, second by Anderson).
Each approval and deferral came with direction to staff: the CUP approval lists four explicit compliance conditions, the cannabis ordinance will return after Schultz’s consultation with state officials, and the mining ordinance was revised to reflect interim-use procedures for temporary operations.
