Board ratifies $150,786 change order amid criticisms of process

Vice Chair Terry Mountford strongly criticized the process, arguing the district was already over budget and that approving an additional $150,786.09 without a special meeting was not fiscally responsible. Mountford "voiced his opinion that there is a major dysfunction in the CDD’s operating process," according to the meeting record. Kurt Blumenthal and other supervisors said timing and project carryover explained the budget posture and that funds were carried into FY2025; the board directed District Counsel Tony Pires to draft rules for contingency approvals and when special meetings are required. On a motion by Kurt Blumenthal, seconded by Keith Merrill, the Board ratified MRI Construction, Inc. Change Order Estimate #500 for Price Changes of Phase I and Phase II Stormwater Management Projects in the amount of $150,786.09.
