New London Board receives CABE training on board roles and legal responsibilities

The New London Board of Education met for a special session on Dec. 1, 2025, at the New London Public Schools’ Welcome Center to receive new-board-member training from the Connecticut Association of Boards of Education (CABE).
President Elaine Maynard-Adams called the meeting to order at 6:00 p.m. Superintendent Dr. Cynthia Ritchie and all seven board members were present. Patrice McCarthy, CABE’s executive director and general counsel, led the presentation and outlined statutory and legal topics intended to orient new and returning board members to their duties and limits of authority.
McCarthy reviewed several core topics for the board, including the constitutional basis for education in the state, the board’s statutory authority, the board’s role in evaluating the superintendent and acting as an adjudicator in certain matters, indemnification for board members, the board’s involvement with funding and advocacy, and rules governing board meetings. The training session emphasized legal responsibilities and procedural expectations rather than proposing new district policy.
The meeting concluded with a motion to adjourn. Secretary Scott S. Garbini moved to adjourn; President Maynard-Adams seconded.
