"We implemented that recovery oriented system of care, and we shifted away from failed housing 1st policies," West said, and described the campus as a place to tailor services to each individual's needs. He spoke about the county's prior work — a stabilization center, a health clinic and transitional housing projects — as steps that led to the Recovery Campus.
West, who said his background as a nurse informed his interest in the issue, emphasized on-site transitional housing at the campus as critical to keeping people engaged in treatment and helping them access job skills and other supports. He characterized the campus as the next phase in a broader continuum of county services.
