The West Bonner County School District and representatives of the West Bonner County Education Association met June 26, 2026 at the district office to set the ground rules for 2026–2027 contract negotiations. The committee called the meeting to order at 10:10 a.m. and recorded attendance of WBCEA representatives Amy Cary, Mike McMahon and Jared Hughes and district representatives Ann Yount, Kim Spacek, Kendra Salesky, Tracy Rusho and Margaret Hall.
Participants agreed to conduct negotiations under Article I.B, which requires a majority membership threshold to recognize the bargaining team; they recorded that the WBCEA demonstrated greater than 50% representation (see membership verification). The committee set a two‑hour target limit for meetings unless both parties agree to extend, and capped caucusing at 20 minutes unless otherwise agreed. Members also agreed that each participant will sign off on any Agreed Upon Items of Change, including meeting times and next steps.
The committee’s procedural agreement was initialed on the meeting record and reflected in the meeting’s Agreed Upon Items. No formal board vote was recorded during the session. The meeting adjourned at 12:03 p.m.
