The committee called the meeting to order at 10:10 a.m. and recorded attendance of WBCEA representatives Amy Cary, Mike McMahon and Jared Hughes and district representatives Ann Yount, Kim Spacek, Kendra Salesky, Tracy Rusho and Margaret Hall.
Participants agreed to conduct negotiations under Article I.B, which requires a majority membership threshold to recognize the bargaining team; they recorded that the WBCEA demonstrated greater than 50% representation (see membership verification). The committee set a two‑hour target limit for meetings unless both parties agree to extend, and capped caucusing at 20 minutes unless otherwise agreed. Members also agreed that each participant will sign off on any Agreed Upon Items of Change, including meeting times and next steps.
The committee’s procedural agreement was initialed on the meeting record and reflected in the meeting’s Agreed Upon Items. No formal board vote was recorded during the session. The meeting adjourned at 12:03 p.m.
