Tim Hamilton of the county planning and zoning office told commissioners the planning commission "is in agreement with the county commission in, going ahead and doing a a 3 year or for a 1 year to address each of the uses that are listed," adding the moratorium would give staff and the planning commission a clear timeframe to prepare ordinance text and review standards. Hamilton said there are currently no formal applications for those uses in the county.
Commissioners said the pause is intended to provide time to consider zoning text amendments that could either regulate or provide provisions for such developments. The motion to adopt Resolution 073026 carried by voice vote. The commission directed staff to coordinate with the planning commission on proposed text amendments and to report back during the moratorium period.
The moratorium affects new conditional-use or permitting actions for the named uses in unincorporated Dickinson County; the resolution excludes uses already defined and enabled in Article 21 of the county's zoning regulations.
