District recommends Quest for food-service contract; protest from second-highest scorer forwarded to ISBE

After an RFP process that produced five submissions, district administrators recommended awarding the food-service management contract to Quest Food Management Services for the 2026-27 school year.
The Evaluation Team and scoring committee found Quest achieved the highest total score in the evaluation process. District staff said the vendor with the second-highest score filed an official protest of the award decision; the district denied that protest and forwarded the recommendation to the Illinois State Board of Education for its review. A supplemental FOIA request related to the RFP was submitted on May 18 by Saad Abid (Organic Life) and the district responded on May 22, according to the minutes.
The Board did not take a final, board-level award vote at the June 9 meeting; administrators indicated that final Board approval would follow ISBE review.
