County approves one-year renewal with Harlingen CISD for off-duty security services

"They moved into the direction of getting what they call guardians, which are officers retired that are working it, but they're trying to keep it cohesive, still having the locals involved with them," a county staff member said during discussion of the MOU and how Harlingen has structured its security program. Commissioners asked whether guardians carry firearms; a brief exchange confirmed that the guardians do carry guns.
The county's arrangement uses officers paid via contractor arrangements (1099), with the county receiving a portion of the fees for vehicle use. Commissioners approved the renewal by motion and the item moved forward as presented.
