Public commenter urges Cameron County to balance litigation protections with transparency

Christian Jesus Olivares addressed the Cameron County Commissioners Court during public comment to urge greater transparency around public records and to caution against invoking litigation exceptions in ways that impede citizens' ability to understand actions affecting them.

"When records are delayed, withheld, produced only in parts, or when justification for withholding information is tied to pending or contemplated litigation, the individual seeking answers is placed at a significant disadvantage," Olivares said, asking the court to seek a balance between legitimate legal protections and meaningful public access.

Olivares told the court his own attempts to navigate public records over the past two years highlighted how resource-constrained individuals can struggle to reconstruct events when government retains fuller records. He urged commissioners to consider fairness, accountability and due process when determining what to withhold. The judge acknowledged the comment and thanked Olivares for bringing the concern to the court.

The comment came at the start of the court's July 28 meeting and was entered into the record; no formal action followed directly from the public comment during the session.
