Board adds Raptor Lane ballot option and petitioned article to Town Meeting warning

Jim Salsgiver moved and Frank Parent seconded to add Articles 12 and 13; the motion passed 4-0. The Board also amended Article 6 to the correct petitioned amount and approved the remainder of the warning.
Why it matters: Adding an Australian ballot option would change the voting method for any future Raptor Lane question, potentially broadening participation beyond the smaller turnout typical of in-person floor votes.
