County IT director warns of large software and cloud migration cost increases

Sergio Moore, the county's IT director (speaker 5), outlined significant increases in the IT portion of the preliminary budget driven by ongoing software maintenance and a proposed migration of the Odyssey case-management system to the cloud. He told the court the $1.4 million figure includes roughly $700,000 that is attributable to Tyler/Odyssey maintenance and migration and said cloud migration would double the first-year cost for Odyssey if approved in the coming fiscal year.
Moore also described operational savings and security gains from mobile device management and consolidation of licensing costs (Office 365, Adobe), and said staff is evaluating data-retention schedules to reduce long-term storage expenses. "That digital storage is gold right now," Moore said, arguing the county must manage retention and billing practices across departments to contain costs.
