Budget staff (speaker 2) briefed the court on the preliminary FY2026'27 budget, emphasizing that appraisal district certification is expected around July 22 and that preliminary reports show almost $2,000,000,000 in value currently under protest. Staff said those uncertified values could translate into approximately $9,000,000 in additional general-fund-type revenue, with further amounts for road and bridge and debt service to be allocated once certified.
Commissioners requested written scenarios showing the countywide cost of a 5%, 4% and 3% across-the-board salary adjustment; staff said a 5% increase would cost just over $4.3 million, 4% about $3.4 million and 3% about $2.6 million (including fringe). Commissioners also pressed staff on large budget drivers: the IT increase tied to a case-management migration, jail operational cost increases due to earlier population surges, and park system shortfalls that staff said could require RV-site rate adjustments to close an estimated $6.2 million gap in projections absent new revenue.
