Prospect Heights Board approves IGA with Arlington Heights Park District for Patriots Park and moves forward on land swap

Prospect Heights School District 23 on May 14 voted to approve an Intergovernmental Agreement (IGA) with the Arlington Heights Park District governing the use, maintenance and scheduling of Patriots Park (±17 acres, 1815 N. Dale Ave.). The motion passed unanimously, and administration was authorized to proceed toward closing the associated land-swap transaction.

The IGA, included in the meeting packet, grants the Park District a license to use and maintain Patriots Park for park and recreational purposes while preserving the school district’s scheduling priority for school athletic programs and practices. The agreement sets forth insurance and indemnification requirements, including Commercial General Liability coverage of not less than $3,000,000 per occurrence naming the School District as an additional insured. The term of the agreement continues through May 21, 2040, unless earlier terminated under the contract terms.

Exhibit B in the packet defines seasonal and non-school-hour access windows, scheduling coordination deadlines (annual program schedule due March 31), and maintenance responsibilities (Park District handles turf and plantings; the School District retains responsibility for infield maintenance in specified locations). The Board recorded the approval motion (mover: Tracey Morrissey; seconder: Brynn Nordmark) with a 7–0 vote. Administration said the IGA replaces an earlier agreement dating to 1990 and its 2015 extension.
