The sheriff presented department 140’s budget and told the commissioners several long-term capital and operating costs are driving the request.
He said a countywide door and security system was bid at about $137,000 with line-item breakdowns for each location. He also flagged portable radio replacement costs and a sharp increase in ammunition prices; on training he said he planned for deputies (and jail staff) to qualify more frequently, moving toward three qualifications a year to improve readiness.
Turning to the jail, the sheriff described a cluster of capital needs — multiple aging AC units, kitchen serving-line equipment and plumbing repairs. The transcript records a quote for replacing some large AC controls and units and a reported change in the jail medical-contract line (the sheriff read an increase from an earlier figure to a higher figure in the transcript). He said the jail averages hundreds of inmates and that housing outside inmates under contract (the sheriff cited a $65 per-inmate per-day figure currently charged to other jurisdictions) helps offset costs.
On staffing, the sheriff asked for an additional U.S. Marshals task-force position, four deputies for patrol, and one courthouse deputy to provide security, along with vehicles and a proposed swing shift to reduce overtime. Commissioners discussed trade-ins, regional contracts and grant opportunities to reduce net cost. No formal action was taken in the workshop; staff were tasked with budgeting scenarios for the requests.
