Supervisors reviewed a multi-topic update to the employee handbook and approved several substantive changes recommended by the handbook committee and county counsel.
On per diem and receipts, consultant Jack described two common approaches and recommended a flat-rate option to simplify auditor bookkeeping. "The, value of that 1 is that, you know, they don't have to turn in receipts and you don't have to, you know, you don't have to deal with receipts in the auditor's office or anything else," Jack said while explaining why some counties use a flat fee. After discussion, the board approved a motion to adopt a $40 flat per diem with no receipts and a prohibition on using the county credit card for meals.
The board also addressed inclement-weather language. Legal and liability concerns were raised about a draft phrased like meeting minutes rather than policy language; after debate the supervisors voted to revert to the prior inclement-weather handbook language and asked staff to provide the previous wording to Jack so he can prepare a clarified policy. The board additionally approved including committee recommendations on paid maternity and paternity leave and asked staff to clarify overtime and sick-leave counting language, particularly where department practices or union contracts differ.
