Holt Witt, assistant commissioner for legislative affairs, framed the rules as action to give the board and the public clearer guidance on statutes that affect applicants and practitioners. "This rule eliminates the inactive licensure status and licensure inactivation fee, establishes criteria for a short term visitor clinical training license... and establishes a process for issuing a foreign training license of limited duration to international medical school graduates," Witt said. Committee members asked about verification standards (attestation versus "sufficient and satisfactory evidence"); presenters explained the application attestation is verified by board review and standard credentialing checks (transcripts, ECFMG certification) and offered follow-up on fine‑grained wording.
