Care Package Inbound asks Jackson County for $10,000 to supply emergency backpacks to foster youth

Chris Young Dale, cofounder and chair of Care Package Inbound, told the Jackson County Budget Committee that his nonprofit assembles 48‑hour emergency backpacks for children entering foster care and distributes them through 23 local sites. "That's why we build 48 hour emergency backpacks," he said, explaining each contains new clothing, hygiene items, a blanket and comfort items tailored by age.
Dale said Jackson County has one of the largest foster populations in the state and that a $10,000 outside‑agency award would buy roughly 200 backpacks at about $75 each — bringing the organization closer to a goal of 3,000 backpacks this year. He said the group complements, rather than replaces, existing child‑welfare providers and asked legislators to consider the funding as a targeted, low‑overhead request to meet an immediate need.
