Bill Young, executive director of the Bureau of Ethics and Campaign Finance, described a package that updates decades‑old rules to reflect statutory changes and modernize processes for campaign finance, statements of interest and lobbyist regulation.
Young said the bureau’s rules "have not been revised really since the early 2000s" and that the updates align rule language with recent statutory changes so the bureau’s administration is consistent with current law. He said staff had worked to reflect statutory changes and that the bureau sought positive recommendations for both the Registry Board and the Ethics Commission.
Committee members asked no substantive policy questions, and staff recorded positive recommendations in both chambers.
