The Health Facilities Commission presented rules required by Public Chapter 432 (2023) to create a registry for temporary health‑care staffing agencies that supply nursing staff to nursing homes and assisted‑living facilities. Katie Thomas, senior policy adviser, told the committee the rules set registration requirements and safety standards for resident care and interpret 'temporary' as under 24 months.
Thomas said the rules allow desk audits for out‑of‑state agencies and on‑site reviews when feasible; the Tennessee Health Care Association participated in developing the rules and no opposition was recorded at the rulemaking hearing. Committee members asked about auditing and enforcement and staff described complaint‑driven and desk‑review processes.
The committee moved the rules with a positive recommendation.
