Committee advances TennCare permanent rules expanding continuous eligibility and raising income thresholds

TennCare staff told the committee the permanent rules update eligibility standards to align with federal authorities and recent statutes. Ashley Reed (speaker 22) said the changes will provide children and pregnant/postpartum women with 12 months of continuous eligibility and raise specific income limits for caretaker relative and pregnant‑woman categories.
The rules also increase the personal needs allowance for individuals in nursing or intermediate care facilities to $70, in accordance with 2024 public chapter 986 amending TCA 71‑5‑147. Committee members had no public comment and moved the rules with a positive recommendation.
TennCare told the committee the rules have been through public hearings earlier in 2025 and no comments were received for these permanent versions.
