The Howard County Beverage Hearing Board accepted a withdrawal on Nov. 12 of an application for a new Class B beer, wine and liquor seven-day on-sale license filed by Edgar Reynoso for Celia's Cuban Cuisine after the board discovered a missing CJIS/fingerprint page and Detective Mark Baxter reported misdemeanor dispositions in other records.
Reynoso, who appeared pro se, described his plan for a 40–45 seat Cuban restaurant with a limited alcohol program (about 10% of sales) and said he intended to be the owner-operator. Board members asked about Reynoso's other establishments (Mad Cow in Laurel; Mad Cow 2 in Brandywine; Black Cow in Bowie) and noted a reported sale-to-minor fine at Mad Cow (04/12/2023) that had not appeared on his application.
Detective Mark Baxter testified that, because page 2 of the CJIS background report was missing from the packet, he ran his own checks and located misdemeanor convictions (theft under $1,000 and a violation of probation with a disposition date of 12/08/2014) and numerous traffic violations. Baxter told the board the complete CJIS report is required by state law and recommended the board not decide the application without it. The board and counsel recommended withdrawal and resubmission so the applicant could obtain a full CJIS report and correct application fields; the board voted to approve the withdrawal.
