Council adopts FY26'27 CDBG/HOME plan amendments to fund parks, public works and demolition pilot

Parker Harrison, Community Development Manager, asked council to adopt the FY26'27 consolidated action plan and to approve amendments reallocating previously unspent CDBG, HOME and HOME-ARP funds. Harrison said the reallocations support three city priorities: engineering and early planning for a pedestrian bridge on Grace Creek (Collins Street), additional funds for parks work anticipated in FY27'28, and a pilot demolition program to address slum and blighted structures.
Harrison said reallocations come from prior-year money not spent because original projects underspent and that the city will direct some funds to agencies providing shelter supports, including noncongregate shelter enhancements. Council members asked for clarifying slides and project attachments and for staff to brief them in more detail; the motion to approve carried with council support.
