District administrators spent most of the special July 29 board meeting explaining a proposed operating-levy referendum question and its budget implications.
A staff member told the board the district currently has a $194.58-per-pupil unit that expires at the end of the 2029–30 school year and that a new allowance of $1,683.10 per pupil "will generate $1,123,970 annually" and produce "an extra state aid of $510,000, and taxpayers should not see a tax increase." The presenter framed the change as tax neutral under current assessments and valuations but cautioned that property improvements or reassessments could change individual tax bills.
The presenter added the board would still likely face some cost pressure even if Question 1 passes; staff estimated potential near-term cuts of roughly $100,000 unless other budget adjustments or revenue sources are identified. Board members asked for clearer levy-certification timing and for staff to confirm how enrollment-based levy paybacks (discussed later) will affect the district in the coming two years.
Board members directed staff to draft resolution language and to return with final figures ahead of the August 11 deadline for filing a referendum resolution.
