Planning department says comprehensive rezoning not on near‑term workplan

Linda Eisenberg, director of the Department of Planning & Zoning (DPZ), presented a multi‑year work plan that focuses on implementing HOKA by Design through targeted studies and committees rather than an immediate countywide comprehensive rezoning.
Eisenberg outlined DPZ’s priority projects: gateway master planning, an APFO (Adequate Public Facilities Ordinance) committee, a housing affordability work group, landscape and design manual updates, an agricultural zoning amendment and several other planning manuals. She said the department will create an implementation dashboard and expects many of these items to run through 2025. On the question of comprehensive rezoning, Eisenberg told the council: "comprehensive specifically was not mentioned in this" (the current prioritized work plan) and that DPZ’s current workload and the scheduled implementing tasks mean a countywide rezoning effort is not realistic before the end of this council’s term.
Council members pressed on sequencing and whether the administration had approved the proposed work plan; Eisenberg said DPZ coordinated the plan with the County Executive’s office and the administration. Councilmembers asked follow‑up about funding for consultant work and about the schedule for the New Town (Newtown) task force and other items required before a rezoning initiative could move forward.
What’s next: DPZ said it will continue the listed implementation tasks, stand up the Newtown task force in 2025 and return to council with drafts for certain manuals and committee recommendations; no comprehensive rezoning pre‑file was scheduled.
