Harper explained the assurances cover program management capacity, local match requirements, Title VI civil rights assurances, employee rights provisions, and civil rights reporting; she said the system is fully lift-equipped and accessible to seniors and people with disabilities. She also confirmed that the county does not use federal or state funds for lobbying and that no civil-rights complaints required an additional compliance review. "I am asking the board to authorize and sign the certifications," Harper said.
The motion to sign the transit assurances was moved and approved by voice vote. Staff will complete the signature pages required by the state and federal programs and file them with the appropriate agencies.
