County Attorney Beaman told commissioners Resolution 26‑11 would ratify a set of transactions the county entered into over the last three years that, he said, did not meet the advertising and objection opportunity requirements in Maryland Local Government Article §10‑312. Beaman explained the purpose of legislative ratification is to allow the board to go back and validate actions that were procedurally incomplete.
Beaman listed the properties to be ratified: 1 Science Drive in Frostburg; properties on Vokey Road (including the parcel now occupied by a LongHorn Steak House); Sierra Hygiene in the Frostburg Industrial Park; Berg Myers Transfer Station in the Cumberland North Branch Industrial Park; and Western Maryland Works Maker Space on Lane Avenue in LaVale. He also enumerated seven leases across county industrial parks and sites. The commission voted to ratify the transactions; the transcript records one commissioner voting "Abstain." Beaman said the ratification returned the matters to a procedurally correct posture under state law.
"This resolution is your opportunity to take action to ratify those transactions," Attorney Beaman said as he introduced the item. The board approved Resolution 26‑11 with an abstention noted; no further public objections were recorded during the hearing.
