Staff proposes stronger shoreline, lighting and wetland protections in comp-plan updates

Staff recommended conservation-element updates to strengthen shoreline stabilization, protect sea turtle nesting habitat, add beachfront lighting restrictions (shielding and downward-direction requirements) and require certain regulated industries to report hazardous substances annually to emergency management and state emergency response systems.
Within the EAR amendments, staff proposed several conservation and coastal-management changes intended to strengthen protections and improve coordination. Patrick Murphy said the conservation element now includes stronger shoreline-stabilization language aimed at protecting sea-turtle nesting habitat, clarifying allowable structural stabilization methods and enhancing dune restoration requirements. A new beachfront-lighting policy would require shields and downward-directed light sources and would add a requirement to tint beach-facing windows to limit light impacts on nesting sea turtles.
Staff also proposed removing several administrative details that are duplicated in the LDRs and creating an informational webpage for agricultural exempt properties in cooperation with the county’s water conservation district. For regulated industries storing hazardous substances, staff added an annual reporting requirement to the State of Florida Emergency Response Commission and the county emergency-management office. Commissioners and public speakers discussed enforcement tools, fines and potential recipient sites for gopher-tortoise relocations.
