The Planning & Zoning Commission unanimously recommended approval of a special-exception use and related site-plan revisions for Treasure Coast Detox LLC, which seeks to convert an existing 29‑bed adult congregate living facility into a 29‑bed residential treatment center. Staff said the conversion requires special-exception review because residential treatment centers and adult congregate living facilities are both special-exception uses in the CL (Limited Commercial) zoning district and some criteria differ between the two uses.
Brandon Craig (staff) told commissioners the proposal adds four parking spaces, extends an on-site dry stormwater pond and requires a 20‑foot Type A landscape buffer along Old Dixie Highway. “The proposed plans comply with all 7 of the listed criteria,” the staff presentation said, noting the nearest similar facility is in St. Lucie County and the plan otherwise meets parking, interior living-space and facility-location standards. Engineer Wesley Mills of Mills Short and Associates represented the applicant and answered technical questions during the public hearing.
No members of the public opposed the application at the podium. After brief commissioner questions about the Type A buffer and minor site work, a motion to approve the special exception and site plan passed unanimously.
