City CIO recommends five‑year Cisco enterprise agreement to stabilize network costs

Vinny Scipione, the city's chief information officer, told the council that municipal facilities rely on Cisco networking hardware and that an enterprise agreement would lock in per‑unit prices over a five‑year term while preserving the city's ability to terminate for convenience. Scipione said the agreement covers hardware life cycles and associated licenses and argued that the scale and serviceability of Cisco equipment made the five‑year term the best negotiated deal for the city: “This is an opportunity for us to enter into an enterprise agreement with them, effectively locking in those prices for 5 years,” he said.

Councilors repeatedly asked about cybersecurity protections and how the city would ensure SLAs and contractual accountability; Scipione said the budget director reminded him the contract allows cancellation for convenience and that SLAs and contractual terms would govern service delivery. Questions included whether the city might face rapid technological change and how exit and oversight provisions would work; staff said law department review and contractual SLAs would be used to protect data governance and service levels.
