Parks commissioner seeks $1.7M bond for Westminster Stairs; total project capped at $3M

Cyisha Bird, commissioner of parks, presented a bond ordinance to fund reconstruction of the Westminster Stairs, asking the council to authorize $1,700,000 and noting the total project cap of $3,000,000. Commissioner Bird said the department has not yet selected a contractor and is intending to go out to bid in winter so construction can begin in spring. “Number 34 is the bond ordinance authorizing $1,700,000 for Westminster Stairs reconstruction project,” she said.
Councilors asked whether the $3,000,000 is a firm cap and pressed staff on materials and local bidders; staff said the $3,000,000 figure is a project cap and that concrete slabs were chosen to ensure longevity and reduce long‑term maintenance. Staff and designers said they have contacts with local contractors and expect competitive responses when the project is bid.
