Board formalizes training plan and moves toward electronic filing

Members reviewed a proposed training and education section that outlines categories (judicial process, decision making, general plan, applications, and law) and suggested recurring hour targets for each topic. Chair Ryan and several members said the section already addresses the board's training needs; Miss Yu had proposed more tailored, quarterly sessions with counsel but withdrew some elements after discussion.

The board also discussed a move toward standardized electronic submissions and temporary processes to label and post filings while Howard County IT explores a storage solution. Ryan said the draft rules include language covering electronic filing when available and described a trial posting process staff have used to make case materials available online. Members voted to approve the training and electronic-submissions sections as written and asked staff to incorporate the language into the merged draft.
