The board clarified how technical and expert reports must be provided and distributed in advance of hearings. Administration recommended a distribution workflow that supplies seven copies to the board administrator for pre‑hearing review (board copies plus a copy for Office of Law) and that parties must also serve their opponent directly. The board agreed to require either a hard copy or a digital copy of technical/expert reports and to set a service deadline at least 10 days before the scheduled hearing date.
For admission of evidence at hearing the board and staff confirmed 10 physical copies will be provided to the administrator so copies can be handed out in the hearing room. Board Administrator (Burke) said staff needs sufficient copies to circulate to board members, legal counsel and parties. Members agreed the administrator should receive pre‑hearing materials and that late technical reports could require a postponement or an accommodation to allow time for review.
