The Howard County Board of Appeals spent a large portion of its Nov. 7 work session debating how to structure alternate members who step in when regular members are absent. Chair Gene Ryan described the proposal language and members discussed two competing approaches: a countywide pool of alternates appointed by County Council versus appointing one alternate per council district and matching alternates to the regular member's political affiliation.
Board members raised practical concerns about finding same‑party alternates for every district and about meeting the charter's party‑balance requirements. One board member suggested a minimum pool size; Ryan said Council should determine the precise number and term lengths for alternates and that the intention was to give preference to previously trained board members. Ryan read the draft placement: "An alternate member shall be a registered voter and resident of the county... shall be appointed from a county‑wide list of applicants as an at‑large member. Whenever possible, the alternate member shall be of the same political affiliation as the absent regular member."
The panel voted to retain the draft's pool approach and to defer legally sensitive questions—including Office of Law advice—to a closed session and to follow up at the Nov. 14 work session if needed. Members asked staff to clarify how Council will appoint alternates and whether the draft should require a minimum number of alternates in the pool.
