Haywood emphasized that many thefts involve unattended property and cell phones.
Members pressed whether the data reflected incidents or arrests; Haywood clarified, "These are incidents. Anything where where a case number is drawn, and either we are investigating or have actively made an arrest." He also acknowledged reporting gaps where incidents go unreported to Park Police.
The committee asked Park Police to provide a more detailed district breakdown and to identify specific parks with higher evening activity so elected members can better inform constituents and target outreach.
