Lorain County applies for state REDD funds for western and eastern sewer projects to spur workforce housing

The Board of Commissioners on Jan. 16 authorized the deputy administrator to apply for two FY2026 Residential Economic Development District (REDD) grants from the Ohio Department of Development — one for Western Lorain County and one for Eastern Lorain County — to support sewer and water extensions, road improvements, site readiness and capital assistance for workforce housing near major economic development projects.

The resolutions (26‑36 and 26‑37) state the REDD program’s allowable uses and give the deputy administrator authority to sign grant contracts and manage awards including amendments and payment requests. County leaders said REDD funds are intended to reduce infrastructure barriers to housing development associated with job growth. Motions to apply and to authorize contract execution were adopted unanimously.

Public comment: Two Avon Lake residents addressed agenda items 25 and 26 before the board. Gerald Phillips called the Clearwater/regional water proposal "DOA, dead on arrival," criticized the feasibility study and warned he would appeal any contractual arrangements in probate court; William Zimmerman likewise said the issue is a local non‑starter and asked for maps and clarification about whether REDD funds would accelerate sewer/water extensions tied to workforce housing.

What’s next: County staff will prepare REDD applications to the state; awards, if granted, would require contract execution and follow-up by the deputy administrator and implementing departments.
