Council approves consent agenda after questions about payroll, fuel receipts and purchases

During consideration of the consent agenda, council members asked how payroll and certain invoices had been paid when a regular meeting had been canceled. Staff and legal counsel explained that payroll must be paid on its schedule and payroll warrants are subsequently approved by the council, and noted legal and liability risks of withholding employee pay.
Council members also questioned missing initials on fuel receipts (one example cited was $53.69 dated 03/05/2026), frequent purchases of gloves and other supplies, and whether some purchases could have been made locally at lower cost. Staff explained check-in procedures for public works purchases and said back copies of receipts may not have been distributed to council; after discussion the consent agenda was approved.
