Council discussed whether to reestablish a public works director position to combine public works supervision and water-operator duties after the city's water operator resigned. The city attorney reminded council that the position appears in a union contract and that the council must fund the role before the mayor may advertise or hire. "Because council has not funded the position, the mayor doesn't have the authority to advertise and to hire for the position," the city attorney said.
Staff calculated a base salary "just under" $78,000 as the low-end consistent with the union book and noted the city pays 100% of benefit premiums. Councilmember Olivares moved to reestablish the position and set compensation starting at $78,000 plus benefits; the motion was seconded and carried by voice vote. Staff were directed to advertise within the union-consistent range and return with job posting language and a budget amendment for formal funding.
