State valuation change prompts Tunbridge to sign appeal stipulations for communications property assessments

Town staff explained that the State changed how Communications properties are valued for 2026 and assigned values directly to each town, and that the Department of Property Valuation and Review asked local Listers to deny grievances and the BCAs to deny appeals. To avoid convening the local BCA and doing site visits, the State provided appeal stipulation agreements which, when signed by appellants and the Selectboard chair, operate as a de facto denial allowing appellants to pursue review at the state level or in Superior Court.
The Selectboard approved signing appeal stipulation agreements for Topsham Communications and Vermont Telephone Company. The motion, made by Mike McPhetres and seconded by John O’Brien, passed unanimously. The Board also noted that one member of the Board of Listers (Chris Battcock) resigned, leaving one vacancy to fill.
