County staff send land-use ordinance amendments to board after planning commission split on an appointments change

Planning staff presented a package of proposed amendments to the county’s land use ordinance and told the committee the Planning Commission/Board of Adjustment voted to deny the amendment to Article 6.3(a) (3–1) while recommending approval of the remaining amendments (4–0). The full board will consider the ordinance at its May 27 meeting.

Staff said changes largely clarify existing practice around permitted, conditional, and interim uses rather than broadly rezoning property. Planning staff Chris explained that the update would allow some commercial activities in rural residential districts through conditional or interim use permits and that the intent is to tailor approvals to specific uses rather than open broad commercial zoning. "A conditional use permit runs with the property," Chris said, distinguishing it from time-limited interim use permits.

Commissioners focused on three primary points: (1) Article 14 language on allowing certain commercial uses in residential districts via conditional or interim permits, (2) a proposed change to allow commissioners greater latitude to appoint planning commission members not strictly from their district (Article 6.3a), and (3) a proposal to adjust the county's unlicensed/inoperable vehicle limit from a flat 2 vehicles to an acreage-based scale (up to 10 vehicles by lot size) outside shoreland zones. One commissioner urged caution about changing appointment rules that have operated since 2009; another said allowing appointees to remain when they move would let the county retain experienced volunteers.

Staff noted public comments and an open comment period that ends June 5 for related watershed items and said they will bring the drafted ordinance to the full board next Tuesday for final review.
